Allan J. Hayes
Allan is a proven leader skilled in administration, government relations, incident management and public affairs who has demonstrated the ability to manage diverse and complex subjects across federal, state and local jurisdictions and in regulatory and legislative environments. He has knowledge of command, management and organizational techniques and understands financial systems. He has an aptitude for prioritizing matters and focus by assessing business needs against political realities and current landscape to ensure client’s success. Allan has experience advising senior leaders on public policy issues, assisting them in making well-informed decisions, and translating the decisions into effective operations.
He has represented fortune 500 companies like Microsoft, UnitedHealthcare and Anheuser Busch as well as smaller businesses and professional associations before the legislature and executive departments of Georgia.
Prior to becoming a contract lobbyist in 2006, Allan served as Deputy Commissioner of Insurance, Deputy Industrial Loan Commissioner and Deputy Safety Fire Commissioner in the Georgia Department of Insurance. As Deputy Commissioner, Allan was responsible for the Consumer Services, Industrial Loan, Fire Safety, Public Information, Enforcement and Public Education divisions of the Georgia Department of Insurance. In addition, as the legislative liaison to the Georgia General Assembly, Allan helped pass the department’s legislative agenda. His duties at the Department of Insurance had him attend the National Association of Insurance Commissioners (NAIC) quarterly national meetings where he followed issues dealing with consumer protections, insurance fraud, government affairs, and life and health insurance.
Before his appointment as Deputy Commissioner in 2001, Allan served as District Director for U.S. Representative John Linder (GA-7). He worked closely with Linder’s Chief of Staff (currently U.S. Representative) Rob Woodall. As District Director, Allan represented the Congressman in the district and oversaw all district office operations, which included scheduling, constituent casework and community outreach.
Before being promoted to District Director, Allan served three years as a Staff Assistant and District Scheduler for Representative Linder. In 1994, 1996 and again in 1998 he took leave to manage Linder’s reelection campaigns. He is a graduate of the Republican National Committee Campaign Management College. Allan has also been a candidate for public office. In 2000 he was the Republican nominee for the Georgia House of Representatives district 78.
During the 1992 campaign, Allan served as Statewide Campaign Liaison for the Georgia Republican Party under then Executive Director (and now Lt. Governor candidate) David Shafer, working with candidates for Labor Commissioner, Public Service Commission and U.S. Senate.
He has a Bachelor of Arts degree in Political Science from the University of Georgia and a Masters of Business Administration degree from Mercer University. He holds several insurance professional designations including Fellow, Life Management Institute (FLMI); Associate, Reinsurance Administration (ARA); Associate, Insurance Regulatory Compliance (AIRC) and Associate, Customer Service (ACS). He is also an Accredited Insurance Examiner (AIE), a licensed Insurance Counselor and completed the Professional Development Series (PDS) at the Emergency Management Institute.
Allan served on the Board of Gwinnett Habitat for Humanity from 2000 to 2002 and on the Board of Directors of the Arthritis Foundation of Georgia from 2001 to 2009. From 2006 to 2010 and again beginning in 2015 he served on the Governing Committee of the Georgia Automobile Insurance Plan as the Insurance Commissioner’s Appointment. He is currently a member of the Georgia Chamber of Commerce Government Affairs Committee and serves in the Georgia State Defense Force as an Officer assigned to the Commanding General's staff.
